Action Required – ESSER III URL Update
Perhaps you have been making changes to your website to get ready for the 2022-23 school year, or your plans for ESSER III funds or COVID protocols have changed. If your charter district received ESSER III funds, the “Use of Funds” plan and the “Return to In-person Instruction (RIPICS)” plan must be posted on your website with updates every 6 months. TEA has announced a method to correct, update, or change the URL, if needed, by the deadline of August 1, 2022. Back to school will be busy, so CSS recommends checking your postings now before the audits of this requirement begin!
Required Postings for ESSER III
As a reminder, any LEA that receives ESSER III funding is required to develop the two plans with representative stakeholders and meet to review and revise them every six months from the date of NOGA. The first round of posting requirements has been validated, with more audits to come. The two plans include the following:
- A plan for safe return to in-person instruction and continuity of services, per ARP Section 2001(i) (aka RIPICS plan)
- An ESSER III use of funds plan (how the LEA plans spend the full grant award)

Steps to Take to Report URL Updates/Changes/Corrections:
Originally, the URL website addresses were collected inside the ESSER III grant application. TEA does not want to force amendments just to update websites, so they have opened an online Smartsheet application to collect the correct URLs. Please follow these steps to change your URL direct links to your two plans. If the URLs are correct on the list provided in step 1, no action is needed.
- LEAs need to review the ARP ESSER III LEA Plans report to verify that both links listed for their respective LEAs are the most accurate and up-to-date links. (This is what TEA is showing your links to be as of now.)
- If links are not correct or up-to-date, LEAs can resubmit correct URLs through the ESSER Compliance WorkApp.
- LEA contacts that have current access to submit EDGAR forms for TEA prior approval have access to make these changes.
- A Help Form and resources are available within the compliance system to address questions, concerns, or requests for technical assistance.
- If the information is correct, no further action is required.
The deadline for LEAs to submit updated URLs via the ESSER Compliance WorkApp is August 1, 2022.
