Random Validations Begin – Title I, II, IV, and SNS

You could be the lucky winner in the random validation drawing this month! Unfortunately, the prize is sending TEA a bunch of paperwork! TEA will select districts for phase 1 of random validations for Title I, II, and IV. You can rest easy that if you are selected for validation, you do have time and assistance to prepare. Read on to find out what the random validations will entail so that you can be ready just in case your number is up!

What is being Validated?

The Federal Program Compliance Division at TEA will notify LEAs on October 9, 2023, if they have been randomly selected to submit documentation of program compliance. The contacts listed in the workapps system will be the ones receiving the notification. The ESC for each LEA selected will also be notified in order to provide technical assistance to selected districts. October 9th marks the start of Phase 1 of two phases for random validations. Phase 1 includes the following programs:

    • Title I Part A (includes Campus Allocations and Supplement-not-supplant methodology)
  • Title I Part C (Migrant, not likely for charters)
  • Title II Part A
  • Title IV Part A

LEAs selected for validation in these programs (know as “The Big 4”) last year in 2022-23 will NOT be selected again in these same areas. Instructions for submission will be included in the email notification, and documents will be uploaded via the Federal Program Compliance Division workapps system. Documents will be due October 23, 2023.

Your ESC will provide technical assistance between 10/10/23 and 10/23/23 if you are selected. If you are found to be out of compliance and require an improvement plan/resubmission, the role of the ESC in supporting you will increase.

CSS strives to make sure our clients are always ready for validation, and we work in tandem with the technical assistance provided by your ESC in the event our clients are randomly selected!

What about Phase 2?

Phase 2 notifications will begin Nov 28, 2023, and responses will be due Dec 12, 2023. Phase 2 will include these programs:

  • Unsafe School Choice Option (USCO)
  • Title V, Part B (RLIS) (not likely for charters)
  • Title I, Part D (rare for charters)
  • Title I, Part A Campus Schoolwide EdFlex Waiver

CSS always advises that you be ready for validation even if you do not get selected! Reviewing the random validation documents and taking appropriate action are excellent methods to prepare for the compliance reporting that will come later this year.

When will we find out how we did?

The results will be communicated to the contacts in the workapps system on March 18, 2024. If the LEA result is “improvement needed,” the district will have to take corrective action to become in compliance and submit proof of compliance by 9/30/24.

New this year!  The list of LEAs selected for random validation will be posted publicly on the  Department of Grant Compliance and Administration website  shortly after the selections are made on October 9, 2023.

Title III is in a separate division at TEA, and they conduct their own separate validations. Title III is not part of this process, but they do have their own program requirements that must be documented.
