
Title IV Special Data Collection Due December 1, 2025
In the spirit of giving thanks this November, we can appreciate the funding that federal grants provide. While we are thankful for the money to help our students, the paperwork might not put you in the holiday spirit. Not to worry, CSS has compiled all the information on the latest report. Today’s article is about the Title IV Special Data Collection that is required if you receive Title IV funds through the ESSA grant and did not transfer 100% of the Title IV funds to another program under transferability.
The federal team at CSS has the combined knowledge of both federal program requirements and day-to-day financial implementation in order to fully comprehend the Title IV reporting requirements, and we relieve the burden for our partner schools!
The Title IV Special Data Collection report is due December 1, 2025, and is open now in the Federal Program Compliance Smartsheet Workapp system. You will see 4 links on the left if you had Title IV grant funds since the 2023-24 school year.
Training was held online by TEA on October 14, 2025, and a recording is available. TEA will hold office hours to assist on November 14, 2025 at 9 AM. Registration is available here: TEA Title IV Reporting Office Hours
What information is being reported by Dec 1?
The data that you will need to complete the report is:
- Final progress on reported 2023-24 Program Objectives and Intended Measurable Outcomes (previously submitted March 2024) – Look at what was previously submitted and see if it can now be marked final.
- 2024-25 Final Title IV Expenditures by Service/Content Area NOT including carry-over funds.
- 2024-25 Final Progress Met on OMO’s (goals)
- 2025-26 Two “SMART” OMO’s for the current year
NOTE: New this year – reporting will not be required for school systems that transferred their Title IV money to Title I in 2024-25. You will still be required to report on any years that you did not participate in transferability.
You will see responses from previous reporting submissions that the system has saved. You have the ability to change or correct previous submissions until you report them final; however, you should only change previously reported data in rare situations. Expenditures from carry-over must be reported in the original grant distribution year! For example, when reporting expenditures for year 2024-25, do not include carry-over from 2023-24.
Where do I report indirect cost expenses?
Option 1: Embed IC within aligned service/content areas
- IC may be included in the content area most closely aligned with the expenditure.
- This approach ensures the pre-populated T4PA Entitlement Amount matches the Expenditures total.
Option 2: Provide an explanation in the ‘School System Comments’ field
- If IC causes a mismatch between the pre-populated entitlement and reported expenditures, school systems should explain the discrepancy in the ‘School System Comments’ box.
- This allows TEA and auditors to verify that all funds have been fully expended, even if IC is not budgeted within the expenditure line items.

Please note that your OMOs and progress on the OMOs will be publicly reported to USDE and on TEAs website. Comments you enter on your Title IV report will also be published publicly unless you opt not to have comments included in the reporting submission.
CSS recommends that all schools with the ESSA Consolidated grant log onto Smartsheets and look for the Title IV reporting app to review what is there! Because the reporting spans multiple years, and there are issues with carry over, any Title IV recipient should log on and check your status.
