Significant Expansion of Open Enrollment Charter Schools

Have you experienced a significant increase in your student enrollment over what you recorded for last school year?  Are you wondering if you might receive an additional allocation of supplemental federal funds?  On September 13, TEA posted a letter notifying all charters of the criteria required to meet the Significant Expansion guidelines.

The CSS team is currently assisting its client schools to determine if they qualify for additional ESSA and/or IDEA B funds.

Criteria to meet Significant Expansion of Enrollment Criteria for ESSA

If your charter district has been awarded the 2019-2020 Every Student Succeeds ACT (ESSA) or the Individuals with Disabilities Education Act, Part B (IDEA-B) federal grants it may qualify for additional funding under these grants provided it meets specific criteira defining significant expansion of enrollment. 

What is the criteria for a Significant Expansion increase?

In order claim significant expansion of enrollment for ESSA, your open-enrollment charter school must meet both of the following criteria based on the newly-expanded enrollment:

  • Have a minimum student enrollment of 150 and
  • Experienced at least a 50% increase in the ages 5–17 student enrollment from previously reported student counts

What is the criteria to meet Significant Expansion of Enrollment Criteria for IDEA-B?

To meet significant expansion of enrollment criteria for IDEA-B, charters must meet both of the following based on the newly-expanded enrollment:

  • 50 minimum total student enrollment
  • At least a 50% increase in the total student enrollment from previously reported student counts

How to Request Access to Enrollment Reporting Form

If your open-enrollment charter school meets the criteria for significant expansion of enrollment for NCLB or IDEA-B, email the Federal Fiscal Compliance and Reporting (FFCR) Division at compliance@tea.texas.gov with your charter school name and county-district number and request that your 2019–2020 SC5050 New and Significant Expansion Charter LEA Enrollment Data Request (SC5050) be opened.

The SC5050 report collects actual enrollment data. TEA will reopen the SC5050 for you to enter, certify, and submit updated actual enrollment counts for the significant expansion of enrollment criteria verification. You must maintain auditable documentation of the data submitted and be ready to submit the documentation to TEA upon request. Remember, in order to receive any additional funds for the 2019-2020 school year, you must submit the SC5050 by November 1.
