Real Property Survey Due April 20, 2026
Spring is in the air and oh so busy! Of course, you can count on TEA to add one more item to your “To Do” list! TEA issued a memo on March 6, 2026 about the Real Property Survey. The last time this survey was done was 2023! It’s been a while, so you will have to do some digging to complete this survey. They are looking to see if you used federal funds to purchase real property. If so, the federal government retains an interest, and property tracking (inventory) and proper eventual disposal of the property will be required. Again, it is only for federal grants, so that narrows the search somewhat. The survey is due April 20, but get it done and save the digging for your garden!

What is real property?
According to 2 CFR 200.1, real property is land, land improvements, structures, and appurtenances of existing property, but does not include movable machinery or equipment. These types of purchases are not very common with Title funds, IDEA, or Carl Perkins, because construction and infrastructure are generally not allowable. However, with ESSER funds, upgrades to HVAC became allowable (including filtration), and was submitted to TEA for approval as construction. It is also possible that some permanent infrastructure had to be installed to support virtual instruction. You will want to check any ESSER prior approval forms you submitted to TEA for construction-type projects. TEA said they will be crosschecking those.
What do I need to do?
Review all related purchases since October 2019 in federal grant funds. The survey is regardless of price, so not all purchases may be found under 6600 (capital outlay). They might also be found under 6200. You will need the purchase date, year, grant fund, and FY (year) of grant to complete the survey.
Per TEA, you will also need to list any real property that was disposed of since 2023. This will be entered on the spreadsheet on the disposal tab at the bottom. This will be cross checked against any EDGAR forms for disposal submitted to TEA.

If you do not have any real property purchased ever in federal grants, you can click “No,” and the survey will be quick and easy.
If you click yes, a spreadsheet will open up to enter the real property information. TEA does want you to list all “active” real property that was ever purchased with federal grants. Your finance department will be able to assist you because they keep depreciation records on real property.
NOTE: SPAT (Silent Panic Alert Technology) and School Safety grants contain these types of purchases (fencing, bulletproof glass, etc.), but are not included because they are State, not Federal, grants.
