Special Program Allotments are supplemental funds provided to districts and charters to help with the costs of providing unique services to populations of students with specific needs.  Each of these program allotments is identified by a PIC (program intent code) in the Summary of Finance. By now, most of us are familiar with the significant changes were made to the Special Program Allotments by HB3 during the Spring 2019.  Some of these changes coupled with meeting TEA compliance with the use of the special funds can feel overwhelming.
