EDGAR Goods and Services (6200 and 6300 Expenses) Online Course

Education Department General Administrative Regulations (“EDGAR”) 200.318(a) has specific guidance on the allowability of professional contracted services expenses (Code 6200) paid for with Federal funds. Charters must have documented procurement procedures which reflect applicable federal, state, and local laws and regulations. Texas Charters have flexible state purchasing guidelines, therefore, not all charters have their purchasing procedures documented for local, state, and federal. As required by EDGAR if you receive and use Federal funds, we will review the FASRG (state guidelines) along with the federal guidance (EDGAR) to assist in establishing written procedures that address both. Charters will need to decide if they will simplify and match all purchases to meet the federal guidelines or have two sets of purchasing procedures.

TEA has also provided additional guidance on contracts for professional services. This webinar will focus on the EDGAR requirements, the TEA guidance, and how to put all this into written procedures for your charter. This webinar will focus on procedures, checklists, contract review guidelines, and tips to ensure your federally funded professional services are in compliance with the EDGAR.
