The non-payroll budget process begins with a statement of educational needs which is translated into money. It depicts the determination, allocation and or development of funds for the realization of school objectives. The budget helps all staff to develop plans for the future, teachers to develop plans for future syllabus, instructional procedures, guidance services and student activities. It helps in allocating expended funds for labor, facilities and administration. It is an administrative instrument for strategic planning and implementation of selected development strategy or project.
